SQL 2008 Client Licenses - How Do They Apply?

I am starting a server that requires a very limited number of user connections (max. 5 at a time). Therefore, the 5-CAL version for SQL 2008 Workgroup seems ideal to me. Now I need to know the following: do I really need to physically install CAL on each computer / user that the server will use (using I mean reading and writing), or does the 5-CAL license simply mean that only 5 machines / users can register at any given time?
