IE Explorer scrollbar width?

Question

I have a client with Width 1200 resolution on my monitor, and I need to maximize the width of my website, but I do not want the client to have to use the horizontal scroll bar. What is the maximum width that you can use on a website in IE 7 with a screen resolution of 1200 without using a horizontal scrollbar (other users will have a wide width and all users should have the same width)?

Additional Information. The website is already built and cannot use the width of 100%, as this has bad consequences on a non-text website. Yes, the resolution is 1200 (the client has a resolution monitor of 1920 X 1200, which is installed on its side).

The OS is Vista, and since the client is the government, it will have Vista at least until 2010, and it will not be able to change its theme / browser, etc.
