Does Log4Net incubate?

What does this mean "incubation"? ok, I know what this word means, but why is the file called "incubating-log4net-1.2.10.zip" Apache? Is log4net still in development since the last release was released in 2006?

This basically means that it is not yet an official Apache project. The project is probably abandoned as it has been in the incubator for so long, and there are no new releases. Ask apache on the mailing lists for more information.
