Paypal Date Formatting: What is "HH: MM: SS DD Mmm YY, YYYY PST"?

Question

I look at PayPal IPN docsand it says datetimetheir line stamps are formatted as:

HH:MM:SS DD Mmm YY, YYYY PST

So, is the year listed twice?

Once in two digits and another with 4 digits?

It looks weird.

This seems like a bug in the documentation. The actual format should be "HH: MM: SS Mmm DD, YYYY PST" (for example, "08:30:06 April 19, 2017 PDT")
