Contact your message provider, they will have solutions for each country they support.

In practice, these things need to be agreed on the basis of each country (for example, short codes, etc.), but providers will help a lot.

Depending on which countries you want to cover, one provider is likely to do this - if you need absolutely every country with a mobile network, then you may need several, in which case integration will be more difficult.
