TestComplete seems to work directly with cvs. All you need is cvs.exetheir web page . If you need a copy of cvs for windows, I recommend Tortoise CVS .

Jalindi Igloo is free, but very outdated. The CVS SCC provider is newer, but I'm not sure if it is free.
