Why does the Sharepoint Webservice add the # (pound) sign and identifier to the field values?

I wrote a routine to remove pounds and identifiers from sharepoint fields that worked flawlessly, since I found a field with ids and # identifiers (pound).

I want to understand why sometimes the field is serialized with identifiers and pounds, and sometimes not.

Example:

ows_Author="23;#Paperino, Pippo"

or

ows_Author="Paperino, Pippo"

Sequence '; # 'is a delimiter. If you delete it, you will undoubtedly break anything.
