What are the best methods for resolving permissions to a publishing site in the MOSS 2007 standard?

I have one set of sites with the publication publishing feature enabled. Seveal levels below this. I have a publishing site with publishing features enabled. I also have unique permissions for this site.

The problem is that no one but a site collection administrator can create a page. I have given all people, including full control, and they still cannot create pages. They can edit pages, but not create.

Am I doing something wrong? What is the correct way to set up a site taxonomy? I am trying to create a hierarchy to fit my organization, and mostly use unique permissions for each site / sub site. This works fine until I need a publishing site, but I don't want him to be the site collection administrator. I would appreciate any help or ideas on how to make the publishing site work the way it is, or to guide me properly to lay out the site.
