What is a good fax server?

Any recommendation of a fax server for use on Windows? Look for good API support for incoming faxes. (Many of them are good for outgoing). I want to route incoming faxes by e-mail programmatically after the server receives the fax and sets up a white list of phone numbers to filter spam - all in code.

Definitely check out eFax Corporate if you need a special business fax solution and fax API. They have a developer kit, user admin portal and is safe. They may be what you are looking for.
