Visual Studio 2008 - Settings: Sync button. - No user.config files

It doesn't actually cause a problem, but it annoys me ... Does anyone know how to update locations for your user configuration in Visual Studio? When I click sync in project properties -> Settings. I get an error: user.config files were not found in any of the following places. These paths no longer exist, so I know why the error message appears.

Any ideas? I did a quick registry search for the paths, but nothing was visible that I could delete. Perhaps this is something contained in the file in the solution?

I have never seen this feature work correctly in the visual studio from the 2010 version until now in my 2013 version. The following places are empty, but the configuration file does exist somewhere in appdata \ local \\. Vshost.exe_StrongName_ and it is followed by a bunch of encrypted characters.

VS always does not find this file and, apparently, MS VS dev. The team is not recommended to fix this broken thing.
