I need the user to have a small click so that the user can access my “tool” at any time. Should I use a gadget to display my GUI? Can it somehow communicate with my Delphi app?

The whole reason why the changes were made was to stop programs like yours. If you need to show information, go ahead and do it. But notification areas ("systray") do not contain shortcuts. To do this, you have a start menu, a desktop and / or a quick launch panel (and please allow the user to decide).
