Apache Ki (formerly known as JSecurity ) may be what you are looking for if you are not afraid to do something yourself. I personally created a fully transparent, annotation-based, one-page web application security model (based on user / permissions and group roles), and it is capable of much more than just that.

I just studied java libraries for ACL processing, and this is actually outside the incubator (now Shiro is now version 1.2), unlike Apache Ki. This is pretty confusing when Apache has multiple projects spanning the same area.
