Reissue of the BSD Library

I like the library released under the BSD license . This library has not been actively maintained since the end of 2007.

  • Can I remake the library and republishing under a Creative Commons license?
  • Should the original author be informed?
  • Are there any problems besides these?

EDIT

Based on the feedback provided by several answers, I provide more detailed information about my specific case.

I am rewriting low-level code in a licensed BSD library ( JLine ) using the LGPL library ( JNA ). Can I publish this work in a different license?
