How is CPU usage calculated?

Windows Task Manager shows the percentage of processor usage. What is the formula? This is true:

% CPU usage for process A = (Sum of all time fragments, data A so far) / Total time since machine boot

Or is it something else?

I am not 100% sure what it uses, but I think that you are a little at variance with the calculation of the processor.

I believe that they are doing something.

Process A CPU Usage = (Cycles for A over last X seconds)/(Total cycles for last X seconds)

I believe that it is tied to the "update interval" set in the task manager.
