When is the best time to use <b> and <i> instead of <strong> and, if ever?

Semantically, is there a suitable place on today's websites (end of 2008) where using bold <b>and italic tags is <i>more useful than more commonly used <strong>and tags <em>?

Never. They are removed in XHTML 2.0 because they are presentation tags. CSS should be used for bold / italics.
