How to not have the name of one window and have a different name for the taskbar?

Windows Explorer in Windows 7, and possibly Vista too (cannot rememmber), does not have a window title. but has a title (some text) on the taskbar.

Is it possible to reproduce this in C # (wpf or winforms)? either through the framework or inside.

I want to have a window that says “Options” on the taskbar, but the window itself has no name.
