Although the audience is not a security mechanism, the effect is the same for webpart visibility. The problem with the web part is the others that may add this website to another page that you do not control the audience to, unless you set up protection for the web part in the gallery, as Lars mentioned. As he also mentioned, an audience is only available if you use MOSS, not just WSS.

As for best practices, it depends. If you use Audiences, use them first. This allows centralized management of content availability. If not, access permissions are probably the next best. After that, you should manage it in the Render () of the web page itself (bad idea).
