How to access phpMyAdmin on a remote server

For my sites I use Dreamhost. Dreamhost requires that you create a host name (for example: mysql.mclindigital.com) on which the database will reside. For me it is simple, if I want to access phpMyAdmin, I just go to mysql.mclindigital.com and it automatically enters phpMyAdmin.

Dreamhost seems to be in the minority using this method because most people seem to use "localhost". So, how do I access phpMyAdmin for these sites? Do I need to receive information to enter the web panel to view this information?

As an example, I had a past client, and I had to go here: http://216.120.237.104:2082/3rdparty/phpMyAdmin/index.php to enter my phpMyAdmin. I never understood what I was doing, but it just worked. Now I am in the same situation, but this time the client is not so high-tech and can not give me the URL that I need.

In addition, I should note that I am not 100% sure that they have phpMyAdmin installed. I know that they have a database because they have a Wordpress blog.
