Is CSS Standard Exceeded?

When using different browsers that prefer to render CSS as they see fit, what's the point of standard?

Simple things like creating a fluid 3-column layout that works in all browsers can be frustrating. How do you deal with this or make cross-browser development not so painful?

IMHO: CSS is broken. Alternatives, on the other hand, are much worse. Better the devil-we-know. Role in replacing HTML.
