How can I get Visual Studio 2008 to support Windows 9x?

My question is related to this: " Does Visual Studio 2008 support Windows 98? "

The accepted answer to this question is β€œNO”, and to support Windows 9x you will need to continue to use Visual Studio 2005. I prefer to believe that everything is possible (for the price), and I'm trying to find a solution that would allow us to have our cake and eat it too.

We found two possible solutions:
1) Legacy Extender ( http://www.legacyextender.com/ )
2) ExeVersion ( http://www.steelbytes.com/?mid=47 )

Has anyone followed this road? Any suggestions, reservations, pitfalls, etc ??? I'm currently just doing research, but we will probably try to implement something over the next month.

EDIT:
Yes, this is C / C ++ and the Win32 API. We want to be able to update the development environment without having to format the source to support legacy clients; unfortunately, programs compiled in VS 2008 are not compatible with Win9x.

If you can get the .NET framework to work on Windows 98, and I think .NET 1.0 can, you can always run applications on it!
