What web video formats can do this?

I'm in trouble here, trying to come up with a better way to embed video on a web page so that it can start playing at a specific frame number programmatically (rather than a simple timeline such as youtube).

You can use the ExternalInterface object to communicate between the ActionScript in the Flash movie and the JavaScript on the page. There is a good tutorial here .
