How can I create a solution that places resource (resx) files in the App_GlobalResources folder of a virtual application?

You will need to write a Feature Receiver that copies the files because there is no way to deploy them directly through the SharePoint configuration files.

I added the resx file to the App_GlobalResources folder, right-clicking on the project and choosing: - Add a new item - An empty item called "Resources", - Then add a new resx file to the newly created Resources folder - Then change the "Type" in the resx file Deployment to "AppGlobalResource"
