Is this blackhat tech technology?

Question

I have a website that was fully developed in flash. Now site owners do not want to switch to a more text / html site. Therefore, I plan to create an alternative site based on html / text, to which googlebot will be redirected. (By checking useragent). My question is, is this officially authorized by Google?

If not, why are there many subscription-based sites that display a different dataset for Google compared to users? It is allowed?
