How does Sharepoint + RtWebParts handle time zones?

I want to add some OSIsoft RtWebParts to the Sharepoint page. I want these trends to show in different time zones for different users. I find that they are always shown in EDT.

Ideally, I want a solution to customize the presented time zone by page or by user.

The official answer from OSIsoft: this is impossible to do .

RtWebparts objects always use the time zone on the SharePoint website where they are hosted. Period.
