Open Source Software for Home Construction / Design?

Are there any open source tools for building or designing houses? Does it have many features, such as costing or modeling extreme weather / aging, etc.

I had an idea to launch such a project or join it; I think it would be very neat, but I could not find anything on it.

For external views (with weather coverage, etc.) google sketch is good.
For engineering drawings, any free cad will do, take a look at windows-based intellicad
