Strange visual studio of 2008 when pressing keys

From time to time, I will do something that causes strang behavior when certain keys are pressed.

1) The single quote key (') will not enter a character unless I double-click it, in which case it will print two backward single quote characters (``).
2) Key `(reverse single quote?) Type #. 3) The angle bracket keys (<and>) form a single quote (') and a period (.).
4) Shift + any character AZ dials a character and displays a code completion window.

I am sure there are other symptoms, and they only want me to find to stop restarting Visual studio. This behavior does not appear in any other applications. Has anyone experienced this?

I started getting this on my computer (not in Visual Studio, but everywhere). I had the default input language for "English (New Zealand) - United States International," whatever that means. Changed it to Anglo-American. Disabled "Language bar"

"Control panel → Regional settings → Languages, click" Advanced ", see" Installed services. "See if you have several options - if you have the" International "option, delete it and I think the problem will disappear. This was for me.

AFAIK, this happened when I installed XP-SP3.
