What is the best JPEG metadata management library?

I get a library that can read and write metadata of JPEG images. For example, if I wanted to insert and read a brief description or a story related to a jpeg image in the image file itself, which development library would you recommend?

I was not too fussed about which language (this is a new project), although I noted this question for languages ​​I am familiar with (I also looked at other languages). Preferably something that is relatively cross-platform (mac / linux / win) like Java, FreePascal / Lazarus, C ++, Objective-C, etc. (Honestly, I am not familiar with the cross-platform, so I don’t know, this is an opportunity) - in addition to the more popular ones, such as Java or .NET, it would be preferable if there was no need to install any specific infrastructure.

libjpeg is a great library written in C. It can be used for any type of jpeg manipulation. I successfully compiled it on windows, unix and linux.
