How to create OTA-SMS for SyncML configuration

Question

I need to generate and send a SyncML OTA SMS. I have an sms provider that can send binary sms. But I’m kind of stuck in the OTA specification and would be very happy if you point me to any of them:

• An open source tool that can generate OTA sms from the provided properties.
• Good review or tutorial on how to make OTA-SMS (OTA specification seems unreadable at all)
