Is there a good competitor to Google Sites?

Our client is a member organization and they are looking for features that are closely related to the capabilities of Google Sites.

They want a system in which their members can have their own content-driven site, which can be created by one or more administrators by sending a simple form.

A member organization can then add / remove pages, add / edit / delete content, add its users, change their color scheme and layout.

They would like to have a url structure like "member_org_url_to_be_named / member_name" - but it can also be subdomains (i.e. "member_name.member_org_url_to_be_named").

Therefore, they need a security hierarchy in order to have different levels of users:

Admin - can add / edit / delete sites, users, etc.

Member Admin - can add / edit content on their site, add users who can also add / edit content on their site.

User-user - can add / edit content on your site.

From what I saw and read, Google Sites seem to be able to handle this functionality. It's a little difficult to get in touch with someone who could tell me that for good. So I wonder if there are other platforms that could handle this workflow.

Obviously, I would like to hear from everyone who has previously implemented such a system. I would also like to hear from everyone who actually used Google Sites.
