Calculation of a person’s time zone (GMT offset) by phone number?

Question

I have a request to show the local time of a person by their phone number. I know our local GMT offset, so I can handle US phones through the database table that we have, which associates US zip_code with the GMT offset (for example, -5). But I don’t know how to convert non-American phone numbers or country names (these people obviously do not have a zip code).

If you do not care, my employer college wants to invite our graduates to donate and do so within a reasonable time.

Sorry for everything that I did not quite clearly say that I am considering HOME phone numbers . Therefore, roaming is not a problem. I am looking for some kind of lookup table or Oracle application, I can provide this information.
