QuickStart basic layout / template for web development?

Question

I am looking for a quick start or template or something else to quickly make a basic website layout and look pretty professional, and then let me do the encoding. I don’t want CMS as it relates to a highly customizable reporting application, but I need something like a frame header and two columns and a frame frame. I can create beautiful reports for the wide right column myself, as a menu of the left column.
