The verifymsg file looks the way you want, although I never tried it myself. If the commit comment does not meet certain criteria, the commit is aborted.

We use Subversion and Tortoise, and this can be done.

Basically, you need to set the tsvn: logminsize parameter to the trunk line folder. This will allow you to set a minimum comment length (all> 1 will result in mandatory comments)
