"simple" installer for web application (configuring IIS + sql server db virtual application)

Question

I need to create a web application installer.

Installing the Shield seems redundant if there is something that can reliably install the web application (IIS setup + sql server db setup).

Suggestions?

not cheap, although I'm afraid, but worth it, to any type of installation. wix may be a good option, but how much time you can afford to spend studying it, rather than clicking a few wizards on the installation screen.
