Why did Microsoft choose a RESTful API via WebDAV to store BLOBs?

Microsoft's new application-based Windows APIs are RESTful APIs.

WebDAV is designed to manage files on a remote server, but may not be general enough for what Microsoft was trying to accomplish.

There has also been a lot of buzz around REST lately, and they are likely competing with Amazon's S3, which offers the REST API.

It would be nice to provide them with a RESTful API as well as WebDAV.
