ORA-12514 after server reboot

I am using Oracle 10g R2. Recently, after rebooting the server, I had a problem when I could not connect to the instance. I only connect locally to the server itself.

Oddly enough, the problem is corrected if I start the database administration assistant and select my instance in order to possibly change its settings.

Does anyone have a clue to the roots of this problem?

@akaDruid: I'm testing my connection just trying to run SQLPlus on the server.

I had the same error. Going to http: // localhost: 1158 / em showed that the listener was not working, but the database instance was not working.

Click the "Run" button next to the instance to return it online (I think)
