Is it possible to have a footer with a horizontal scrollbar and a vertical scrollbar?

I have a layout that uses min-width and works fine. So I came to add a footer that I want to stick to below. Firefox will render everything perfectly, while with IE, when the minimum width is in effect and the vertical scroll bar is triggered, the horizontal scroll bar also appears even though my content is not even close to necessary.

I tried every solution I could find about a footer, and they all seem to behave this way.

Is there a solution to this problem, or will I have to realize once again that IE is not so good?;)

I know that jquery ui has a slider plugin that can duplicate functionality. Here is a demo that does something similar. http://ui.jquery.com/repository/real-world/product-slider/ Maybe a little hard for your application, but it's worth a look.
