Rails x FastCGI

Should I stay away from the rails if the client has cheap hosting with a provider that does not support mod_rails? Will rails + fast.cgi provide a good user experience, or should I choose php + my-favorite-framework as a platform in this scenario?

I have three clients for inexpensive hosting plans using FastCGI and do not face any problems due to FastCGI itself. These are all low traffic sites where Mongrel is not required.
