Transferring files between web applications running on the same Tomcat instance

Question

I have two web applications running on the same Tomcat instance. In one of these applications, the user will be able to upload files such as images and pdf files. I would like the downloaded files to be available for the second application.

Is there a best practice for such a scenario? Or just a pointer to the technology will be fine.

I was considering using web services, but wondered if this was excessive.
