The most efficient way to collect wifi bssid and rssi data on many Windows platforms

I am trying to collect wifi Bssid and Rssi information about Windows, and I am looking for the most reliable way to do this with as many versions of Windows as possible. With Vista, it is easy to use Win32 calls with the Wireless LAN API. This API exists on XP SP2 (sometimes) and SP3, but as far as I can tell, it does not support the collection of BSSid information on these platforms.

Ideally, I would like to get it on all versions of XP. (I assume that on Windows 95/98 / ME there is no hope whatsoever). Any programming language or command line tool will do. Any pointers? Thank.

You can try this command line tool: "netsh wlan show networks mode = Bssid", I'v tried, it works on my original Win7 from this message fooobar.com/questions/203904 / ...
However, netsh wlan does not work on windows xp. And as a replacement, you can try http://www.symantec.com/connect/articles/how-capture-and-deploy-wlan-profiles on xp sp2 and sp3.
