Using Office Ribbon in a word processor

Question

I heard that Microsoft allows the use of commercially available Office UI controls, with the exception of competing products such as a word processor or spreadsheet application, etc.

How true is this?

Also, if this is not true, do you know about any loose ribbon controls?
