.NET WCSF how to choose a UI stack for portal-based sites?

We are building a website on which news headlines and news will be displayed. At first it will be a public site, but it will include portal content, such as personalized web pages.

The site should also have Web 2.0 features built-in around the news items displayed and should be extensible and customizable, which allows the business to change the templates that describe stories and use different templates based on business logic, etc.

The basic business logic is built using the Windows workflow and the basics for exchanging data with Windows, now we are looking for a suitable user interface stack, is WCSF a good choice?
