Writing a Scheduled Windows Service in .NET

I want to write a Windows service that a user can schedule. those. the user can start the service every day from 9:00 to 18:00, or he can launch it every night, starting from the night of 12 hours at night until the next day in the morning of 6, etc. Is there any of the box.NET API that will help me do this? I know I can do this with scheduled tasks, but is there a way to do this programmatically?

My first answer is the question, why the service? But more importantly, the question is, why not use the powerful scheduler provided by the operating system?
