How do I migrate an environment with multiple ClearCase / ClearQuest sites to all Open Source?

I work in a multi-site environment that currently uses Rational ClearCase for version control and Rational ClearQuest for tracking issues (I accept your condolences in advance). As a rough estimate, I would say that it supports 200 engineers.

How would you effectively transfer this SCM methodology to the comparative, all Open Source toolbox? This would not only save literally hundreds of thousands of dollars, but I also believe that it will improve developer productivity and very little downtime compared to the current system.

Used platforms include Windows, Linux, UNIX, and Solaris.

First, why do you think this will improve developer productivity? I have not used ClearCase a lot, and ClearQuest is not at all. What about these tools impedes development?

Once you know what you want, you need to look at various tools. I love Subversion for SCM, as a rule, but there are situations for which it is not suitable. I have no strong feelings for specific version tracking systems.

In my humble opinion, Open Source tools are ideal for small to medium sized projects without any relative complexity. I feel what you are trying to do will be madness.
