How can I remotely delete a user password on Unix?

What is the best way to remotely enter a user password on Unix? This must be done by the user, in a web application or a Windows application, without using SSH or a direct connection between the user and the server (direct command line is not allowed).

Webmin seemed to be a good application for this, but it was very difficult for me to configure it correctly. My Unix users cannot log in to Webmin or Usermin.

Do you know other alternatives to Webmin and Usermin?
