Best way to handle multilingual support?

I was looking for SO on how to make i18n support on my small application ...

I know that Microsoft offers "culture" classes, but you need to recompile the application to add the new line added. So, all I am trying to do is put all my lines in an external file and offer users the choice to translate the application without having to recompile.

Is there an easy way to handle this? Use XML or INI-like? is any tutorial available? PS: Trying to do this in C # ... Don’t worry if other languages
