Custom Paint Windows Forms Scrollbar?

I know how to make an individual drawing of a stand-alone ScrollBar Windows Forms, because in places like codeproject.com there are many examples. But how do you draw scrollbars in controls that you yourself don't create? For example, a panel can display scrollbars, but how can I guarantee that the scrollbars it shows are individual?

Or maybe this is not possible and I will need to create my own version of Panel so that they use my own custom scrollbars?
