How your company sponsors programming certification

Say your company is ready to sponsor a certification exam fee. What is the best way to implement this?

I would say if a programmer passes the exam on the first try, he will be fully sponsored.

If the programmer does not pass the first attempt, the 2nd exam should be 50% sponsored. If failed 3 times, the programmer must pay in full (including for the first 2 exams).

I find it difficult to strike a balance between voluntary passing the exam (for confident programmers) and the compulsory / political task set by the leadership.

Anyone want to share their experience / suggestion?

Fully sponsor training and test fees for the first test attempt and give a small bonus (~ the cost of the test fee) after successfully passing the test or receiving a certificate.

Thus, if a person does not proceed to the first attempt, there is still an incentive to get through, even when they invest their own money.
