Can you recommend a Windows-based network emulator?

I am looking for a Windows network emulator that can emulate packet loss and delay characteristics in a 3G wireless network.

I used the tool from GIP, which was at the end of my life. I also tried Shunra Virtual Enterprise, but found it to be too simple.

There is a FreeBSD tool called dummynet that can do this. Since you have Windows installed, you can put it in a separate block and run through it for testing, or perhaps run it in a virtual machine on your Windows machine. I do not know the Windows solution for this problem, but maybe there will be others.
