Since Express editions in Visual Studio do not allow add-ons, does this mean that I cannot integrate source control into the IDE? I'm used to the SourceSafe integrated / VB6 registration / registration process. Can anyone recommend TortoiseSVN as an alternative?
TortoiseSVN is a good choice. Although it will not integrate into the IDE (due to the plug-in problem you mentioned), it is really simple in the explorer's right-click menu.
