What creates an open source CMS: generates pure xhtml, is accessible to skins using css and has an easy markup content editor?

Well, silverstripe http://www.silverstripe.com/ is considered a good option for people who are interested in web standards, as well as modx http://modxcms.com/

For an easier editor, check out textpattern.com, which uses a cloth (such as markdown). If you are on rails, http://webby.rubyforge.org/ can do the trick.

Edit: Since I wrote this, everything has changed. Plone still supports Kupu , but these days you also have the option to use tinymce as a markup editor.
